NEWFOUNDLAND & LABRADOR AIP (Atlantic Immigration Program) 2026
Newfoundland & Labrador Is Open to Skilled International Workers Through the AIP
If you have been looking for a realistic way to move to Canada without relying only on Express Entry, Newfoundland and Labrador is a province worth paying attention to. The province participates in the Atlantic Immigration Program (AIP), a permanent-residence pathway designed to help Atlantic employers recruit skilled international workers.
The important part is that you don’t have to already be living in Canada to use this pathway. IRCC says skilled foreign workers can be living abroad, but you must first receive a qualifying job offer from a designated employer in an Atlantic province. Newfoundland and Labrador also says its designated employers can support non-resident international applicants who are outside Canada. Now that we have established that anyone can use this route to get permanent residency regardless of your current location, let me also inform you that this pathway allows your spouse and children to move to Canada with you and also become permanent residents. Your spouse is entitled to get open work permit while your children gets all deserving benefits of permanent residency.
This guide is designed to make the process easier to understand. It explains how the Newfoundland and Labrador AIP works, what you need before applying, where to find the official designated-employer list, and how to go directly to selected employers' career pages
What Is the Newfoundland & Labrador AIP?
The Atlantic Immigration Program is a federal permanent-residence pathway for skilled foreign workers and international graduates who want to live and work in one of Canada's four Atlantic provinces: Newfoundland and Labrador, New Brunswick, Nova Scotia or Prince Edward Island.
What are the Steps to Get Permanent Residency through the Newfoundland and Labrador AIP
The program is employer-driven. Your starting point is to get a qualifying job offer from a designated employer (find the list of designated employers below). Newfoundland and Labrador maintains an official list of designated employers. Once an employer is designated, it can support eligible existing or prospective foreign workers through the provincial endorsement process. From February 2025, the process involves submitting an expression of interest once you get a job offer, after which your application would be reviewed and if approved, the province would issue you an ITA (Invitation to Apply) and with this ITA you can then proceed to apply for your permanent residency, and, when eligible, you may also apply for a temporary work permit while the PR application is being processed.
Can Someone Apply From Nigeria or Another Country Outside Canada?
Yes. IRCC explicitly says an AIP candidate can be living abroad or in Canada as a temporary resident. Newfoundland and Labrador likewise states that its designated employers can endorse non-resident international applicants who are outside Canada.
However, applying from abroad does not mean you can submit a PR application without a job offer. The job offer comes first, followed by the provincial endorsement process and the federal PR application. Your job, education, language ability, work experience and settlement situation must meet the applicable requirements.
The Basic AIP Process
1. Find a qualifying vacancy: Search designated-employer career pages and read the actual job requirements.
2. Apply directly: Use the employer's official application system. Do not pay someone for a guaranteed job offer.
3. Receive a qualifying job offer: The position must meet AIP requirements; please note that the job offer must be full-time and non-seasonal.
4. Employer begins endorsement: The employer and candidate complete the provincial process.
5. Get a settlement plan: A settlement service provider helps you and your family prepare for life in the community.
6. Receive provincial endorsement: If approved, you receive a Certificate of Endorsement.
7. Apply for permanent residence: Submit the federal application and supporting documents.
8. Consider the temporary work permit: Eligible candidates may be able to work for the employer while the PR application is processed.
Who Can Qualify?
IRCC lists several core requirements: a valid job offer from a designated employer, qualifying work experience unless an applicable Atlantic graduate exemption applies, the required level of education, an approved language test, settlement funds where required, and a settlement plan.
Do not assume that having a degree is enough. Your education and experience must match the job and AIP rules. A designated employer also does not remove the employer's normal hiring requirements.
Selected Designated Employers

How to Avoid Fake Canadian Job Offers
· Never pay a stranger for a guaranteed job offer.
· Be suspicious of recruiters using free email addresses while claiming to represent a major employer.
· Check the employer's official website and career page yourself.
· Do not send passport scans, banking information or large payments just because someone says you have been selected.
· An AIP designated employer is not the same thing as an immigration consultant or recruitment agency.
· An employer's presence on the provincial list does not mean there is a vacancy today.
· Cross-check immigration information on Canada.ca and the Newfoundland and Labrador government website.
Do You Need IELTS?
For most applicants, you need proof of language ability through an approved language test. The minimum level depends on the job's TEER category and your circumstances. Do not rely on a claim that 'IELTS is not required' unless you have a specific exemption that actually applies to you.
What About Proof of Funds?
Applicants already living and working in Canada with a valid work permit do not need settlement funds under the federal AIP rules. Applicants applying from abroad generally need to show enough money to support themselves and accompanying family members unless an applicable exemption applies. The required amount depends on family size and is updated by IRCC, so check the current federal table before applying.
Can AIP Lead to Permanent Residence?
Yes. The AIP is a permanent-residence pathway. But PR is not automatic. You must meet the federal eligibility requirements, obtain the required provincial endorsement, submit a complete application and pass the normal admissibility checks.
Frequently Asked Questions
Can Nigerians apply for Newfoundland and Labrador AIP from Nigeria?
Potentially yes. The federal AIP allows skilled foreign workers to be living abroad. You still need a qualifying job offer from a designated employer and must meet all program requirements.
Do I need a job offer before AIP?
Yes. A valid job offer from a designated employer is a core requirement for the standard AIP route.
Does designation guarantee a job?
No. It only means the employer is approved to participate in the AIP.
Can I get a work permit while waiting for PR?
Eligible candidates may be able to apply for a temporary AIP work permit. It is employer-specific and requires the appropriate provincial referral and other documents.
Is AIP the same as Express Entry?
